Tom Dransfield

Major Tom Dransfield serves as the quality assurance and safety officer for New Orleans EMS, a role he has excelled in since 2017. With over 35 years of experience as a paramedic, Tom has worked in both urban and rural Fire and EMS systems across Texas, Arkansas and Louisiana.

He joined NOEMS in 2015 and has since been instrumental in expanding the Office of Quality Assurance and implementing the pre-hospital trauma blood program. In addition to his primary responsibilities, Tom also serves as the department鈥檚 Safety Officer and oversees the Hazardous Materials Technician Medics.

Rob Lawrence

Rob Lawrence has been a leader in civilian and military EMS for over a quarter of a century. He is currently the director of strategic implementation for PRO EMS and its educational arm, Prodigy EMS, in Cambridge, Massachusetts, and part-time executive director of the California Ambulance Association.

He previously served as the chief operating officer of the Richmond Ambulance Authority (Virginia), which won both state and national EMS Agency of the Year awards during his 10-year tenure. Additionally, he served as COO for Paramedics Plus in Alameda County, California.

Prior to emigrating to the U.S. in 2008, Rob served as the COO for the East of England Ambulance Service in Suffolk County, England, and as the executive director of operations and service development for the East Anglian Ambulance NHS Trust. Rob is a former Army officer and graduate of the UK鈥檚 Royal Military Academy Sandhurst and served worldwide in a 20-year military career encompassing many prehospital and evacuation leadership roles.

Rob is the president of the Academy of International Mobile Healthcare Integration (AIMHI) and former Board Member of the American Ambulance Association.

Matthew J. Levy, DO, MSc, FACEP, FAEMS, NRP

Dr. Matthew Levy is an academic emergency medicine and EMS physician, medical educator, as well as policy and program implementor and civic leader. He holds full-time appointments at Johns Hopkins University in the departments of Emergency Medicine and Surgery and is the deputy director of Operational Medicine at Johns Hopkins.

In addition, Dr. Levy is the medical director of EMS education for the American Red Cross. He is a clinical associate professor and the medical director at the University of Maryland Baltimore County Department of Emergency Health Services. In addition, he is a visiting scholar at the National Center for Disaster Medicine and Public Health.

His career in EMS began as an EMS clinician and spans three decades. He currently serves as the chief medical officer and EMS medical director of the Howard County Department of Fire and Rescue Services and the Central Maryland (Region III) EMS medical director for the State of Maryland.

He is a fellow of the American College of Emergency Physicians and a fellow of the Academy of Emergency Medical Services. Dr. Levy is chair of the national non-profit Stop the Bleed Coalition and a member of the Scientific Advisory Council of the American Red Cross. He is a passionate educator and advocate for outcomes-driven prehospital care and resuscitation. He actively participates in various local, state, federal and international organizations related to prehospital, operational and disaster medicine.
